The 26-year-old made the bold statement during his ultimate XI video with Arsenal’s official website.
“Centre Back Sergio Ramos, for me he’s the best centre back in the world,” Ozil told Arsenal media.
Ramos provided one assists and scored seven goals in 42 appearances for Real Madrid last season.
United are hoping to sign Ramos for around £32 million. Talks have reportedly hit a hurdle over his transfer fee, while the two clubs are also locked in negotiations over David De Gea’s switch to Spain.
Özil ended the 2014-15 season with his second consecutive FA Cup title. The Germany international joined Arsenal for a club record £42.5 million from Real Madrid back in 2013.
Arsenal finished the season in third place and will directly qualify to the UEFA Champions League group stages next season.
