Bowling aside Can is expected to start for the Reds against City following a good performance against Augsburg in the Europa League mid-week.
Liverpool booked a place in the Europa League Last 16 after beating the Bundesliga side and drew rivals Mancheser United in the draw on Friday.
The Reds will win the League Cup for a record 9th time at Wembley with a victory over City but have not lifted the trophy since 2011.
